Two weeks before the election the campaign made a second preemptive strike on the Lark organization and the county commissioners, who were in charge of conducting the election count. Through my friend Dean Fisher, a lawyer in Williamsport, we obtained the services of Thomas C. Raup, a lawyer in Fisher’s office and a part-time assistant district attorney of Lycoming County. We issued a press announcement that Raup had been appointed special counsel to the campaign. Raup personally went to a County Commissioners’ meeting on my behalf and reviewed with them the procedure for tabulating the votes and guarding the ballot boxes.
And he was successful. No one gained a county Republican nomination without his approval. By winning consistently in the county, Lark became one of the Republican county leaders who met to choose their candidate for governor and other state offices. Lark’s leadership produced a classic political “machine” based on patronage, giving government jobs to the party faithful in exchange for voting loyalty and financial contributions from their government paycheck. The County Courthouse row offices and the state Department of Transportation highway maintenance shed provided the core of the patronage.
